Examines possible revisions of Minerals Management Service (MMS)'s inspection system and appraises inspection practices elsewhere, both in government and industry. This work assesses the advantages and disadvantages of alternative procedures and recommends various practices aimed at increasing industry's awareness of its accountability for safety.
