He worked for the World Bank, the Netherlands Scientific Council for Government Policy, and is Professor Emeritus in International Relations (Universities of Wageningen, Leiden, Antwerp, The Hague and the Netherlands Defense Academy). He served in Parliament, the Cabinet (as Minister of Defense and minister of Antillean and Aruban Affairs) and on the Council of State between 1982 and 2010, and chaired The Netherlands Society for International Affairs, The World Population Foundation, Oxfam International, the Global Partnership for the Prevention of Conflict and the Netherlands Commission on Peace and Security.
